Hyundai Motor Group Signs MoU with Singapores HTX to Advance Mobility, Robotics and Hydrogen Technologies

Hyundai Motor Group (the Group) and Singapore’s HTX (Home Team Science and Technology Agency)[1] have signed a Memorandum of Understanding (MoU) to collaborate on future mobility and advanced technologies. The MoU was signed during the 2025 Asia-Pacific Economic Cooperation (APEC) CEO Summit Korea in Gyeongju.

The tripartite MoU was signed by Chan Tsan, Chief Executive of HTX, and representing Group stakeholders, Hyundai Motor Company and Hyundai Motor Group Innovation Center Singapore (HMGICS), Ilbum Kim, Executive Vice President and Head of Global Policy Office at Hyundai Motor Group and Hyun Sung Park, CEO of HMGICS. It was witnessed by Sim Ann, Singapore’s Senior Minister of State for Home Affairs and Foreign Affairs and Sung Kim, President for Strategic Planning at Hyundai Motor Group.

Through this partnership, Hyundai Motor Group and HTX will debut the Kia[2] PBV (Platform Beyond Vehicle) modular electric vehicle (EV) platform in their first technology demonstration project in Singapore, to boost the agility and operational readiness of Singapore’s fleet of public safety vehicles. This collaboration will also explore joint research and application of future technologies, including robotics and hydrogen energy.

Ideal Environment for Test-Bedding New Transformative Technologies

Recognizing Singapore’s open policies, strong economy, and talent-rich environment, Hyundai Motor Group views the country as an ideal location for a human-centered “smart urban mobility hub.” Since establishing HMGICS in 2023, the Group has built close partnerships with local universities, government research institutes and global companies.

Demonstrating a Multi-Purpose Modular EV Platform for Public Safety

Hyundai Motor Group and HTX plan to conduct a demonstration project for a multi-purpose modular EV platform by the end of 2028, aimed at enhancing the operational efficiency of Singapore’s public safety fleet, which includes vehicles such as police cars and rapid response vehicles.

Currently, HTX customizes a wide variety of vehicles to address operational use cases for government agencies under Singapore’s Ministry of Home Affairs (MHA), which includes the Singapore Police Force and Singapore Civil Defence Force. To take its fleet management capabilities to the next level, Hyundai Motor Group and HTX will partner on the Kia PBV platform, creating a unified operational platform built on modular vehicle architecture.

This flexibility and scalable design would allow HTX to transform fleet operations across the Home Team Departments, significantly enhancing operational readiness, efficiency and adaptability, while reducing the need for multiple specialized vehicles. The project is expected to align with Singapore’s broader electrification strategy in line with the Singapore Green Plan 2030, which includes Singapore’s vision for all vehicles to run on cleaner energy by 2040.

Expanding Collaboration into Core Future Technologies

Beyond mobility, Hyundai Motor Group and HTX plan to collaborate on key future technologies such as robotics and hydrogen energy, with the goal of transforming Singapore’s public safety systems.

As a global mobility leader, Hyundai Motor Group continues to innovate in robotics and hydrogen energy. Following its acquisition of Boston Dynamics in 2021, the Group announced additional investments in April to integrate robotics into its manufacturing processes. In 2020, it also launched the world’s first mass-produced hydrogen-powered heavy-duty truck, the XCIENT Fuel Cell, reinforcing its leadership in sustainable mobility.
